If the government of India needs any loan to build anything or for any reason, government approaches it to RBI (Reserve Bank of India). RBI acts as a banker to government also it is an apex bank.RBI gives this loan to government form collecting money to insurance companies and banks.
In return of the loan with a fund manager of a gilt fund subscribers RBI issues government securities having a specific tenure. When the securities got matured the gilt fund returns those government securities and took money.
